About Caspwatch NGO network
ISAR's Caspian Program, working in coordination with the Moscow-based
organization "Ecoline," conducted a seminar in Moscow October 19-22, 2002
on "Developing a Public Environmental Network in the Caspian Region." The
nearly 50 participants represented nongovernmental organizations (NGOs) from
Azerbaijan, Iran, Kazakhstan, Georgia, Russia and Turkmenistan. The seminar
participants noted that environmental monitoring is part of a larger
issue "public environmental control" and thus decided to create a Caspian
Public Environmental Control Network. This network has been established to
collect, analyze, and distribute information about the status of the Caspian
ecosystem, thereby including the public in the decision-making processes
around environmentally significant issues.
The network has developed the following strategic approaches:
Transparency and openness regarding information collection and analysis;
Taking an ecosystem, basin-wide approach;
Effectiveness, sustainability and independence in all work, including in
the establishment of simple, independent laboratories;
Multifaceted aid to NGOs in forming technical and methodological
foundations
Interaction with governmental and institutional systems of monitoring,
such as those utilized by the Caspian Environment Program and CASPAS.
About Caspwatch listserv[no longer active]
Following ISAR's seminar on the "Development of a Public Environmental
Monitoring Network in the Caspian" (Moscow, October 2002), we established
two listserves for further information exchange--one in Russian and one in
English.
